Billy Ray Cyrus actually APPROVES of Miley Cyrus' 20-year-old boyfriend, Justin Gaston. He said that Justin reminds him a lot of himself when he was that age.
Okay, Miley isn't even 16 yet (that Sweet 16 celebration at Disneyland was a month early), and she's dating a 20-year old. First off, HOW does Billy think that's cool, and WHY would Justin want to date someone that's not even old enough to drive?!
