I don't think this is bad. Every one likes to have fun and take pictures with friends as a joke. Why can't she? It's not like she's doing drugs, or alcohol, or making out (which isn't bad, just inappropriate to have on the internet). It's nothing to get upset about or say "She's such a bad influence." because believe it or not, most of the teenagers this country is made of do this joking around, which is probably what she was doing.
it really just looks like the other girl is trying to make more of it and set her up which might be true because the pictures got 'leaked'. Miley looks like shes just having innocent fun and its really not a big deal. very tops a 3 on the shock scale.

No I wouldn't want my sister who's 7 to see them and I don't think the pictures are appropriate especially since she's a role model for little kids, but she is human and is bound to make mistakes.
